350 Sacramento is a grassroots climate justice organization dedicated to a future where all people are free to breathe fresh air, access clean energy, and live in a safe, healthy environment. Since 2010, this diverse community of volunteers, activists, and supporters has successfully pushed for equitable climate solutions in the region, playing a key role in achievements such as SMUD’s (Sacramento Metropolitan Utility District) Zero Carbon by 2030 plan and the City of Sacramento’s new-building electrification ordinance. The organization is currently engaging local jurisdictions to ensure Climate Action Plans (CAPs) include equitable, feasible, effective, enforceable solutions. 350 Sacramento’s youth education program – Student Environmental Activist Training (SEAT) – helps prepare the next generation to become climate justice leaders. Through advocacy, education, and the power of community, 350 Sacramento has developed a reputation for its local focus, holistic approach, and unrelenting commitment to solving the climate crisis.

Climate Action Plan (CAP)

Program Overview

The 350 Sacramento CAP Team monitors Climate Action Plans throughout the region, engaging with municipal planning committees to ensure the climate solutions are feasible, effective, and enforceable.

Sample Achievements

  • After years of unrelenting scrutiny and engagement, the CAP Team persuaded the County of Sacramento to re-draft its Climate Action Plan to address eight of 350 Sacramento’s long-standing concerns.
  • 350 Sacramento and the CAP Team Chair (Oscar Balaguer) took the City of Rancho Cordova to court to prevent a deficient Climate Action Plan. A settlement is pending (as of May 2024).

Student Environmental Activist Training

Program Overview

350 Sacramento’s youth education program – Student Environmental Activist Training (SEAT) – provides hybrid courses, internships, and mentorship opportunities to help local students prepare for a future in climate justice.

Sample Achievements

  • In April 2024, 350 Sacramento entered a 3-year partnership with the Refugee Empowerment & Development Association (REDA) increase representation of refugee students and students from other under-served communities, as they prepare to become the next generation of climate justice leaders.
  • Former SEAT program participants created the Green Schools Action Coalition (GSAC) – a multi-school, multi-district coalition of students, teachers, and other climate advocates.

Electrification & SMUD

Program Overview

The Electrification Team identifies and pursues opportunities to connect to fossil-free energy sources that reduce air pollution. SMUD Watch engages the community-owned electric utility, Sacramento Municipal Utility District (SMUD), to reduce greenhouse gas emissions (GHGs).

Policy & Legislation

Program Overview

The Legislative Team follows local and state bills and policies to inform the public and ensure proposed climate solutions will positively impact frontline communities and the environment.

  • Our legislative team played a major role in pressuring local governments and leaders to support three California climate bills, which were recently signed by Governor Newsom:
    • AB 1167 – Requires well owners to pre-fund well closures.
    • SB 253 – Requires businesses (with $1B+ annual revenue) to comprehensively disclose emissions, with independent validation.
    • SB 261 – Requires businesses (with $500M+ annual revenue) to publicly disclose climate-related financial risks and mitigation strategies every other year.
  • 350 Sacramento worked closely with other local climate action groups and coalitions in the Measure A Not OK campaign to successfully defeat the heavily-financed Measure A (2022), a Sacramento County initiative that would have subjected South Sacramento to harmful sprawl development.
