CAP Team Update: 350 Sacramento’s suggestions on CCSD’s draft CAP

On October 7, 2020, 350 Sacramento commented on the Cosumnes Community Service District’s (CCSD) draft Climate Action Plan (CAP). Our 350 Sacramento CAP Team praised it in part, but noted it lacked implementation commitments (CCSD provides fire, rescue, emergency medical, and parks & recreation services to Elk Grove, Galt, and South Sacramento County).

The CCSD Board adopted the CAP but directed staff to consult with 350 Sacramento in drafting an implementation policy. We met with staff in November and recently reviewed the resulting draft Policy, which commits CCSD to building and fleet electrification, increased carbon sequestration through park landscaping, and other useful measures.

We commented further on December 30, suggesting among other changes that the Policy include a 2030 carbon-neutrality target, identification of a senior staff position responsible for implementation, and a reporting process. We expect the draft Policy will go to the CCSD Board in late January and we will again testify, advocating strong climate action.
